Description
1. In accordance with the regulations governing the management of Toxic and Concern Chemical Substances in academic institutions, the reporting frequency has been changed from annual reporting to quarterly reporting since April 2014. Academic institutions are required to submit operation records for the preceding three months through the Ministry of Education (MOE) Chemical Management System by January 15, April 15, July 15, and October 15 each year.
2. Ministry of Education Chemical Reporting and Management System:

3. Applicable Laboratories
All laboratories at the KMU that use or store toxic chemical substances for research or teaching purposes are required to complete this reporting procedure.
4. Confirmation of Controlled Chemicals
The Ministry of Environment currently regulates 341 Toxic Chemical Substances and 18 Concern Chemical Substances.
Please refer to the official database below to verify whether your laboratory possesses any regulated substances:
https://www.cha.gov.tw/sp-toch-list-1.html
If your laboratory possesses regulated toxic chemicals but you do not have permission to access the reporting system, please contact Ms. Wu at the Office of Environmental Protection and Occupational Safety and Health (OEOSH) immediately.
5. Reporting Procedures for the Sencond Quarter (April–June)
Purchases
- Chemical Management → Add Chemical
- (Required only for newly purchased chemicals or inventory increases.)
Usage
- Chemical Management → Controlled Toxic Chemicals → Quantity Reduction
- (Required only if the chemical has been used.)
No Operations
- If no purchase or usage occurred during the reporting period, simply verify that the remaining inventory is correct.
- No report is required if the inventory balance is accurate.
6. Submission Deadline
The reporting deadline is July 27, 2026 (Monday).
The Office of Environmental Protection and Occupational Safety and Health will compile and submit the University's data based on the information recorded in the system on the deadline. No further modifications will be accepted after submission.
7. Accuracy of Operation Records
The completion of toxic chemical operation records has been repeatedly promoted by this Office and is included in the monthly laboratory self-inspection program.
All laboratories are requested to accurately report:
- Monthly purchase quantities
- Supplier information
- Purchase dates
The reported quantities and purchase dates must exactly match the supplier's shipment records to avoid discrepancies during inspections conducted by the Ministry of Environment.
8. Inventory Verification
During inspections conducted by the local Environmental Protection Bureau, one of the primary inspection items is whether the actual inventory of toxic chemicals matches the remaining balance recorded in the operation records.
Therefore, all laboratories must accurately maintain quantity reduction (usage) records.
9. Chloroform Inventory Reduction
According to the resolution of the University's Toxic Chemical Substance Committee dated December 26, 2019, the total campus inventory of chloroform should be maintained below 50 kg.
Laboratories with unused chloroform inventory are requested to submit it to the OEOSH for disposal.
10. Prohibition on Transfer of Toxic Chemicals
According to Article 21 of the Toxic and Concern Chemical Substances Control Act, operators shall not sell or transfer toxic chemical substances.
The University's approval permits the use of these chemicals only for experiments conducted on campus. Toxic chemicals must not be transported to other universities or affiliated hospitals.
Violators may be subject to administrative fines ranging from NT$60,000 to NT$300,000, with additional penalties imposed for repeated violations.
Principles for Sharing Administrative Fines
If violations of environmental protection or occupational safety and health regulations result in administrative penalties, the responsibility for payment shall be allocated as follows:
| Circumstance | Laboratory | Laboratory Supervisor | Department | College/Center | University |
|---|---|---|---|---|---|
| The deficiency had previously been announced by the University or identified during routine or random inspections, but corrective actions were not taken. | 50% | 20% | 30% | 0% | 0% |
| The deficiency had never been announced by the University nor identified during routine inspections. | 0% | 0% | 0% | 0% | 100% |
| The same deficiency was identified again during a subsequent inspection without improvement. | 100% | 0% | 0% | 0% | 0% |
Note: Colleges/Centers and Departments may establish their own cost-sharing policies for administrative fines to clarify responsibilities and strengthen management.
hank you for your cooperation.
